アムネスティ・インターナショナルは，欧州人権条約（ECHR）第13議定書が 7月1日発効することを歓迎する。この議定書は，死刑を無条件に廃止するものであ る。
「第13議定書の発効は、死刑はどんな場合にもまったく容認できないものである という明確な政治的メッセージを発信するものである。」とアムネスティは述べ た。
第13議定書は、戦争中、あるいはさし迫った戦争の危険がある場合を含むあらゆ る状況において死刑を禁止している。第6議定書は，その全加盟国に対し、戦時 中、あるいはさし迫った戦争の危険がある場合を除いて死刑を禁止しているが，第 13議定書はその欠陥をおぎなうものである。
「欧州評議会加盟国のうち、第13議定書に署名しているが批准していない26カ 国は、できるだけ早く批准すべきである」とアムネスティは述べた。
アムネスティは、欧州評議会加盟国で第13議定書に署名も批准もしていない国ぐ に（アルメニア、アゼルバイジャン、ロシア連邦、トルコ）に対し、ただちに署 名・批准するよう要請する。また、アルメニア、ロシア連邦、セルビア・モンテネ グロ、トルコの4カ国が第6議定書をいまだに批准していないことを憂慮する。
第13議定書は2002年5月3日に欧州評議会加盟国に対して署名公開された。 署名国が10カ国に達した日から3カ月後に発効する。
第13議定書を批准しているのは欧州評議会加盟国のうち次の15カ国である。ア ンドーラ、ベルギー、ブルガリア、クロアチア、キプロス、デンマーク、グルジ ア、アイルランド、リヒテンシュタイン、マルタ、ルーマニア、サンマリノ、ス ウェーデン、スイス、ウクライナ。
第13議定書に署名しているがまだ批准していないのは以下の国ぐにである。アル バニア、オーストリア、ボスニア・ヘルツェゴビナ、チェコ共和国、エストニア、 フィンランド、フランス、ドイツ、ギリシャ、ハンガリー、アイスランド、イタリ ア、ラトビア、リトアニア、ルクセンブルク、モルドバ、オランダ、ノルウェー、 ポーランド、ポルトガル、セルビア・モンテネグロ、スロバキア、スロベニア、ス ペイン、旧ユーゴスラビアのマケドニア、英国。

Amnesty International welcomes the entry into force tomorrow of Protocol No. 13 to the European Convention on Human Rights and Fundamental Freedoms (ECHR), which bans the death penalty in all circumstances.
"The entry into force of Protocol No. 13 sends a clear political message that the death penalty is completely unacceptable at all times", the organization said.
Protocol No. 13 bans the death penalty in all circumstances, including for crimes committed in times of war or imminent danger of war. It closes the gap left under Protocol No. 6 which prohibits the death penalty except for acts committed in times of war or imminent danger of war in all states which are party to it.
"The 26 Council of Europe member states that have signed but not yet ratified Protocol No. 13 must do so as soon as possible", Amnesty International said.
The organization urges the four Council of Europe member states that have neither signed nor ratified Protocol No. 13 -- Armenia, Azerbaijan, the Russian Federation and Turkey -- to do so without delay. Amnesty International also notes with concern that four others -- Armenia, the Russian Federation, Serbia & Montenegro and Turkey -- have yet to ratify Protocol No. 6.
Protocol No. 13 was opened for signature to Council of Europe member states on 3 May 2002 and is entering into force three months after the date on which the tenth member state agreed to be bound by it.
Protocol No. 13 has been ratified by the following 15 Council of Europe member states: Andorra, Belgium, Bulgaria, Croatia, Cyprus, Denmark, Georgia, Ireland, Liechtenstein, Malta, Romania, San Marino, Sweden, Switzerland and Ukraine.
It has been signed but not yet ratified by Albania, Austria, Bosnia & Herzegovina, the Czech Republic, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Moldova, the Netherlands, Norway, Poland, Portugal, Serbia & Montenegro, Slovakia, Slovenia, Spain, the former Yugoslav Republic of Macedonia and the United Kingdom.
