ビルマ：アウンサン・スーチー氏と警察の膠着状態

アウンサン・スーチー氏と警察間の膠着状態についての、
アムネスティ・インターナショナルからの談話

アムネスティ・インターナショナルは、アウンサン・スーチー氏
および国民民主連盟のメンバーが、自らの党員を訪問する自由、
また、日頃の職務遂行のための自由までもが拒否されていること
に憂慮を禁じえない。今回の膠着状態は、平和的手段によるいか
なる野党活動をも抑圧する、という従来からの軍事政権の方針を
例証したものである。

しかし、この国において自由な移動が制限されているのは、何も
軍事政権に反対意見を持つものばかりではない。全てのビルマ
（ミャンマー）の国民が行動を制限されているのである。例えば、
一般市民が外泊をするときには、地域の当局者に対してその登録
をしておかなければならない。ラカイン州に住むイスラム教の民
族、ロヒンギャの人々に対しては特に厳しく、彼らは自分の住む
町から出ることは許可されていない。

国民民主連盟の党員や、少数民族、そして学生活動家に対して、
この程度の監視や脅迫は国家平和発展評議会（ＳＰＤＣ：現軍事
政権）によって常日頃から行われているものである。数百人もの
政治囚が、表現や集会の自由という権利を平和的に行使しただけ
で、悲惨な状況の刑務所に長期にわたって囚われているからであ
る。

アムネスティ・インターナショナルは、アウンサン・スーチーと
その他の国民民主連盟のメンバーが自由に移動することができる
よう、ＳＰＤＣに強く求めるものである。ＳＰＤＣは、「これは
暴動からスーチー氏を護るため」であると述べている。スーチー
氏の身の安全を護るのは正当なことではあるが、ＳＰＤＣは繰り
返し「ミャンマーは安全で安定した国家で、ほぼ完全に暴動は存
在しない」とこれまで繰り返し述べてきたことと全く矛盾するこ
とに留意したい。

MYANMAR: On the stand off between Aung San Suu Kyi and the police

Amnesty International is concerned that Daw Aung San Suu Kyi and other 
NLD members are being denied freedom of movement to visit fellow party 
members and conduct routine party business.  This particular standoff is
 the latest example in the continuing campaign by the military 
government to repress all peaceful opposition activities.

But it is not just the political opposition who are unable to travel 
freely in their own country.   All Burmese citizens face restrictions of
 movement -- if an individual spends the night away from his home, he is
 required to register with the local authorities.  Rohingyas, Muslims 
who live in the Rakhine State, are particularly restricted and are 
forbidden to travel outside their own townships.

This level of surveillance and intimidation is all part of the general
harassment by the State Peace and Development Council (SDPC) against the
NLD, members of ethnic minorities, and student activists.  Hundreds of
political prisoners are held in poor conditions, serving long terms for
peacefully exercising their rights to freedom of expression and assembly.

Amnesty International urges the SPDC to allow Daw Aung San Suu Kyi and
other NLD members to travel freely. The SPDC claims that it is  
protecting her from possible attacks by insurgents.  While Amnesty 
understands that the military has a legitimate concern for her safety, 
it also notes that the SPDC has repeatedly claimed that Myanmar is 
almost entirely free from insurgent activity and is a secure and stable 
country.
