　　　MRTA（トゥパク・アマル革命運動）による日本大使館の占拠と
　　　70人余りがいまだ人質となっている情勢に対し、アムネスティ
　　　は深い憤りをおぼえるととともに、MRTAとペルー政府に対し、
　　　事態を早く解決し、人質全員の無事解放を実現するよう申し入
　　　れた。人質行為は国際人道法上も許されるべき行為ではない。
　　　またアムネスティとしては人質行為それ自体、残虐な取り扱い
　　　が継続しているものとして国際人権基準にももとると考える。
　　　さらにアムネスティとしては、ペルー政府が１月16日にMRTA関
　　　連で収監されている囚人たちへの接触を全面的に禁じた措置に
　　　ついて重大な懸念を抱いている。接触を禁じられている中には
　　　囚人たちの弁護人、家族らも含まれており、これは事実上の隔
　　　離拘禁をおこなっているに等しい。ペルー政府の今回の決定は
　　　公正な裁判の基準などの国際的、地域的な人権基準を尊重しな
　　　いという、政府当局が長い間とっている態度に対応するもので
　　　ある。事実政府当局はこうした態度によって、テロ行為関連を
　　　理由として大量の無実の囚人を生み出したのである。
　　　反政府勢力による人質行為などの人権侵害は、政府当局が人権
　　　を侵害することを決して正当化しない。

PERU: AMNESTY INTERNATIONAL REITERATES CALL FOR SAFE AND IMMEDIATE RELEASE
OF MRTA HOSTAGES

The protracted holding of some 70 hostages by the Movimiento Revolucionario
Tupac Amaru (MRTA), Tupac Amaru Revolutionary Movement, is totally
unacceptable and is unequivocally condemned by Amnesty International, the
organization said today. 

     Amnesty International reiterated its appeal to the MRTA and the
Peruvian authorities to bring about a prompt solution to the hostage
crisis. 

      This solution should continue to aim at the quick and safe release
of all the hostages currently held in the residence of Japan's Ambassador
to Peru,' Amnesty International said.   

      The taking of the hostages violates one of the fundamental
principles enshrined in international humanitarian standards.' Amnesty
International believes it also constitutes a sustained act of cruel
treatment.

     The human rights organization also expressed profound concern at the
fact that on 16 January the authorities suspended all visits to prisoners
accused or convicted of having links to the MRTA.  The measure -- which
includes visits by the prisoners' lawyers and relatives -- effectively
places these prisoners in a situation of incommunicado detention.

      This compounds a long-standing failure by the authorities to comply
with international and regional human rights treaties, including the
fundamental right to a fair trial -- which has led to hundreds of prisoners
being falsely accused or convicted of terrorism-related offences,' Amnesty
International said.

      Hostage taking and other grave human rights abuses by the armed
opposition can never justify the violation by the authorities of
fundamental human rights.'
